Almost all countries are part of at least one ATR. Many of the other WTO agreements aim to compete fairly: in agriculture, in the field of intellectual property, in the services sector, for example. The Agreement on Government Procurement (a plurilateral agreement since it is signed by only a small number of WTO members) extends competition rules to purchases from thousands of government agencies in many countries. And so on. The question of whether the WTO is fulfilling its duty and mission is the subject of ongoing debate. Yet the WTO currently has 104 members and twenty observer governments. .
