{"id":271,"date":"2013-10-25T02:08:46","date_gmt":"2013-10-25T02:08:46","guid":{"rendered":"https:\/\/niagaraconstructionnews.com\/?p=271"},"modified":"2013-10-25T02:09:40","modified_gmt":"2013-10-25T02:09:40","slug":"271","status":"publish","type":"post","link":"https:\/\/niagaraconstructionnews.com\/?p=271","title":{"rendered":"OHBA says new neighbours and existing communities deserve greater accountability and transparency from Ontario\u2019s land-use planning and infrastructure financing system"},"content":{"rendered":"<p><strong>Making affordability and fairness the cornerstone of Ontario\u2019s planning and infrastructure financing system<\/strong><br \/>\nNiagara Construction News staff writer<br \/>\nThe Ontario Home Builders\u2019 Association (OHBA) looks forward to responding to the Minister of Municipal Affairs and Housing\u2019s announced review of Ontario\u2019s land-use planning\/appeals system, development charges and other municipal fees that finance infrastructure projects across the province.<br \/>\n\u201cThe facts are, new neighbour taxes in the form of development charges, parkland levies, and other government imposed fees have been dramatically increasing across the province for the last 10 years and directly impacting housing affordability for Ontarians,\u201d says OHBA CEO Joe Vaccaro. \u201cThis consultation is an opportunity for new neighbours, municipalities, the building and development industry and the province to make affordability and fairness the cornerstone of Ontario\u2019s infrastructure financing system.\u201d<br \/>\nThe two separate, but concurrent provincial consultations will evaluate Ontario\u2019s development charges system including other related municipal measures that levy costs on new neighbourhoods such as parkland dedication policies and section 37 density bonusing agreements. The second consultation will review Ontario\u2019s land-use planning system and appeals process.<br \/>\n\u201cTime and time again we see how difficult it is to get politics out of planning decisions,\u201d Vaccaro said. \u201cWe need to have a fact-based discussion about how Ontario&#8217;s complex public planning system requires a nonpolitical, adjudicative tribunal. Without it, planning decisions will be undermined by political pressure.
