Two proposals submitted as RFP closes for South Niagara Hospital project

EllisDon Infrastructure Healthcare (EDIH) and Niagara Care Partners have submitted proposals in response to an RFP for the South Niagara Hospital project.

Three teams were shortlisted and invited to respond to an RFP in October 2021.

The request for proposals (RFP) stage closed last week for teams to submit their bids to design, build, finance and maintain the South Niagara Hospital project.

The two teams are:

EllisDon Infrastructure Healthcare (EDIH)

  • Applicant Lead: EllisDon Corporation
  • Design Team: Parkin Architects Limited
  • Construction Team: EllisDon Corporation
  • Facilities Management: EllisDon Facilities Services
  • Financial Advisor: EllisDon Capital Inc.

Niagara Care Partners

  • Applicant Leads: Amico Concessions Inc, Sacyr Concesiones, S.l., and SNC-Lavalin Capital Inc.
  • Design Team: IBI Group Architects (Canada) Inc.
  • Construction Team: Sacyr Construction, S.A and Amico Design Build Inc.
  • Facilities Management: Sacyr Concesiones, S.L, SNC-Lavalin O&M Inc, and Amico Concessions Inc.
  • Financial Advisor: MUFG Bank Ltd

Plenary PCL Niagara Health, lead by Plenary Americas LP and PCL Investments Inc. was prequalified, but did not submit a proposal.

Over the next few months, submissions will be evaluated, and a successful proponent is expected to be announced in early 2023. A fairness monitor is overseeing the entire procurement process.

IO and NH are working with the Ministry of Health to deliver this project.

The new South Niagara Hospital will be a full acute care hospital that will include:

  • 24/7 Emergency department
  • diagnostic, therapeutic, and surgical services
  • medical, surgical and intensive care inpatient beds
  • ambulatory and post-acute complex continuing care (CCC) services
  • Centres of Excellence specializing in stroke, complex care, geriatric/psychogeriatrics and wellness in aging

Designed with the “next age of innovation” in mind, the hospital will be designed and built to meet the Canada Green Building Council’s Leadership in Energy and Environmental Design (LEED) Silver standards. In addition, the project is working toward being the first WELL®-certified healthcare facility in Canada focused on the health and well-being of staff, physicians, volunteers, patients, families and caregivers and the Niagara community.
